There is a special reason why boys usually wear their tights over the leotard: On stage in classical ballet girls wear tutus or any other kinds of skirts. In class the skirt is omitted so that the teacher is able to see every movement of the hip. This is important for making corrections. Boys on stage do not wear skirts, of course. They wear tights and a blouse or jacket or something similar. In class they do not wear the blouse, instead they wear T-shirs or since recently leotards. The leotard replaces the dress of the girl. Boys do not wear dresses. If they would wear the T-shirt over the tight, again the teacher would not be able to see the exact movements of the body, which, however, is necessary for corrections.

May I suggest you something very simple: Wear a belt over the tight. Pull up the tight as much as possible and roll it over the belt. That keeps the tight in place.
