Look, why would a 14 year-old boy want to take class in female apparel?  Do you honestly tell that to the schools you've tried to take lessons at?  If you're really into ballet, why take it in female apparel?

If you're a 14 year-old boy who likes ballet, act like a man!  Ballet guys don't wear tutus in class.  Hell, ballet girls usually only wear them on stage!  If you want to wear a skirt to cover your private parts, tell the schools your concern; maybe they'll let you wear baggy shorts.

If you're a 14 year-old boy and only want to take ballet to dress "female" you really need to talk to your school counsellor.

If you're NOT a 14 year-old boy and trying to play some part, say so!  Don't be such a candy-ass.  Place a personal ad somewhere, like "39+ year-old male seeks other whatevers to dress like girls in a ballet class."
