I have them sewn to most of my tights - even the lycra spandex tights. I never have a problem with the tights getting droopy. Sew the elastic in the back and cross the bands and then sew them to the front. Don't stitch where the elastic intersects, too much strain when you move to the side. Crossing the elastic in the back helps keep the elastic in the right position. It would be a double pain if you had to deal with elastic falling off your shoulders AND droopy tights.
