I am personally not too worried about tights in the streets, I have time to change, and I always put on my dancebelt at home first and wear my leggings to and from class, it is only a bit thicker than tights, nobody take much notice about it.
If I am in a hurry. I just pull on my leggings outside my tights, take off my slippers and wear simple shoes like sandals or mules so you dont have to tie shoe laces etc.
If you are serious in ballet, you have to face an audience in your tights sooner or later, tights should not be an embarassment and you might get use to it. If you are not too conscious about your dance attire, then you would not be afraid of people staring at you.
Also, I guess you just hop into a car and go home, if your mom takes you to go shopping ets, then there must be time to change: What is more important, shopping or taking care of you and not make you feel embarassed, talk to her and I am sure she will understand.
