Ballet can be more about the allegro and adagio movements. I think Balanchine said something along the lines that forget all that cutsey movement and give me some adagio. A dancer that can dance adagio is a performer (or something to that extent).
So, ballet can be more about technique in petite movements.
I have been in several classes and studios in the past 5 years in my location in PEnnsylvania. I am a moderately flexible person and have seen a lot of female dancers who have danced their whole lives with less flexibility than me and some with more. IT is about a 50/50 mix.
A lot of ballet is about technique including epaulment, extension, equillibrium and enduarance. No where in there do books claim flexibility. It is only with modern ballet that super or hyper extension of the limbs and back has come into play. To the extent that there isnt even a word in french or russian ballet terms to describe the super or hyper extensions. A grand Battement or developpe haute is technically to be parallel to the floor; not up next to your ear.
Buyt flexibility comes with time and a continued peristance to lightly lengthening your muscles. Dont go too deep or try to much to fast. It doesnt work.
