Basically, because pointe shoes can be dangerous.  Your foot was not made to stand on its toes; doing so requires a lot of strength in the feet and ankles.  I'll quote from:

You wouldn't go skydiving without taking the proper courses on skydiving safety, whether or not you intend on a career as paratrooper.  You wouldn't jump in a lake without first learning how to swim, whether or not you plan on becoming a professional swimmer.  So why insist on trying pointe work without the proper preparation?
