I believe dance belts should ALWAYS be worn, and that no matter how tight your tights, they don't have the capability to substitute.
Ballerinas ARE a real threat! However, proper positioning of your legs can do more to eliminate fouette "racks" than any dance belt. Dance belts are also almost totally ineffective against female dancers who suddenly go limp on you in the middle of a lift. The best prevention for that is to refuse to dance with her again.
To forestall the inevitable questions of what is "proper leg position", I'll try to explain what works for me...
If your ballerina is doing a finger fouette to the right (left leg working, right leg out), stand with your right leg forward so she hits it first if her leg hasn't retracted to a tidy passe' by the time she gets turned around. Much more comfortable than knee-to-groin!
