 Male dancewear

My 11 year old son has been taking ballet classes since he was 9. He really likes dance and hopes to become a professional someday. He is starting to go through puberty and his ballet teacher sent home a message last week that he needs to start wearing a dancebelt under his tights. I bought him one, but he doesn't like it and complains that it hurts. Seeing how it is constructed, I'm not surprised at his complaint. How can I tell if he is just whining or if it really is too tight? Can wearing something that tight impare his development or cause him other problems like sterility.
