I think you need a second opinion.

A hernia is a situation where the tissues of the inguinal canal are too lax and allow the bowel to push out through the hole.  By your description, the muscles in the spermatic cord have contracted to pull the testicles into the inguinal canal, much like what happens immediately before orgasm.

The muscles pull the testicles up.  A hole in the tissues shouldn't.  Ask your doctor why the hole causes the testicles to be pulled up.  If he/she doesn't have an answer, find another doctor.
