I'm wondering what kind of schools you go to!  Leotards over tights, and boys slapping boys until they cry!  May God forgive you!

The ballet tradition is for the dancer to accentuate the body features.  The females wear leotards over tights because it extends the look of the leg, which females also elongate by dancing on pointe.

The males in ballet wear the tights over leotard to accentuate the male body's center, primarily at the upper abdomen/waist line.  Look at the classical costume for the male principle danseur...a tunic on top that fits tight into the waist then expands to enhance the chest and often has "puffy" arms toi accentuate arm muscles.  The tunic fits close to the waist where the color contrast between the tunic and tradition white performance tights focuses the audience at the male's center...a strong abdomen with enhanced chest above.

Male costume in ballet is not designed to make the danseur's legs look longer.  In ballet, the women's legs are supposed to look longer.  The danseur should portray the look of the strong center. The higher the abdomen, the higher the jumps look.  If I guy wore a leotard over the tights, the focus on the body would be the V-shape of the crotch and legs, and jumps would seem small.

That's the way it is!  Leotard over tights in males makes them look unlike males with a strong center, and calls the focus onto the base of the crotch, where the leotard disappears, making the body look out of proportion for the male.
