A wrap skirt on a male! That's a major violation of ballet dress code, unless it's a costume for a performance.
The shirt problem can be solved with a longer T-shirt. After you put on your dancebelt tuck the T-shirt into the dancebelt and then pull your tights up over the shirt. Then put on an elastic belt.
An alternative is to put on the tights and elastic belt. Then take the shirt and tuck it under the belt.
Either way, you need to leave enough of the shirt out so the body can bend. You need to experiment for just the right fit.
What kind of shirt (material) are you wearing? Most cotton T-shirts are cool enough, but there are other materials. I prefer cotton/lycra, but there's also nylon/lycra.
For the right elastic belt, go to the sporting goods store and but the elastic belt guys wear in baseball pants (about $6-8). While there, go look for the different shirts. One in some combination of lycra should be sufficient to be form-fitting.
Give that a try...and try to forget the idea of wearing a wrap skirt in ballet class!
