It is a strong elastic undergarment that men wear in ballet.  It has the effect of holding the genitals firmly while you are doing all kinds of athletic things on the dance floor.  It also somewhat smooths the line of the male dancer.  Most audiences would not be ready to see male dancers dance in tights on-stage without a dance belt - although there are some guys who are beginning to eschew the dance belt for class.
