If you're going to use a belt, go to your local Sportsmart and get the kind of belt the baseball players use in thier pants.  They come in different colors, and adjust to your waist size.

Pull the tights up to where they feel best, then put the belt on about an inch or two below.  Then fold the tights down and tuck them in under the bottom of the belt.

I turn the belt buckle around to the middle of my back before I do this, so the smooth part of the belt is in front.

These baseball belts are elastic (don't get a web belt that doesn't stretch), and they allow some "give" while wearing them.

PS: I avoid footed tights, and usually wear the non-footed, with thin white socks.  These allow me to pull the tights up to wear they best fit closely into my crotch.  Footed tights may be too short in the legs and will always pull down.
