The tradition in BALLET is for the the leotard to be worn under the tights. I really don't object if some guys wear leotards over tights. In fact, I've seen it on-stage for some dance performances where obviously the choreographer and costumer wanted a certain statement. You are also right about the ballet tradition...sometimes the waist is higher. Often in performances, the danseur will wear tights with suspenders so that when wearing a high-waisted tunic the hips are prominent. Often (? always) the danseur has no choice of his costume, because there are greater powers that are trying to press their influence for the sake of the message of the dance performance. I forget where it was, but somone was saying how silly a thong leotard over tights looked. I must admit that at some times I have worn a thong leotard over tights. Actually, more often I wore I thong trunk over a unitard. I saw the look in the mens' dancwear/sportswear catalogues from Dance France (no longer in existence). The look was hot! At least back then. I think those of us in dance like to try to experiment with different looks to see how different we can make our art look in the mirror.
