I haven't found much about pre-spandex dancewear, but Anna Paskevska,in _Getting Started in Ballet_, says that dancers wore homemadetunics & knitted tights.  For performance, they wore very long silkstockings that reached to the top of the leg.  "They were secured byplacing several coins around the top...tying the coins with strings,& then gathering & tying the strings around the waist."  That soundsfearfully uncomfortable, & she says they were.

The first leotards were worn exclusively by men, because in thosedays it was O.K. for men to show their legs, but not for women.  Butthose leotards had legs that covered the upper thighs.

Knitted fabrics can be naturally stretchy, so they didn't need toshrink-fit their tights.
