You need just a needle and black thread, maybe a thimble, and 1/2 hour of time (or less). Many people at your ballet school will show you how to align the elastic correctly, and how to sew it on without hampering the drawstring. You should also tie the drawstring in a bow and tuck the bow into your shoes. Again, ask about it. Since the drawstring isn't the ONLY thing holding your shoe on, it shouldn't be tied so tight it's uncomfortable.
